The promises made by God in what is commonly referred to as the Abrahamic Covenant can only be fulfilled in the nation of Israel, the physical descendents of Abraham. God alone is the One responsible for fulfilling the covenant having made it unconditionally and unilaterally with Abraham.
Other nations who are Gentiles may benefit by association with the nation of Israel through the blessings promised in what the Bible calls the New Covenant. The fullness of the blessings to Gentiles will not be fully realized until Israel repents and receives their Messiah.
In the illustration Paul is using to make his point to the Romans, the natural branches refer to the physical nation of Israel. The root refers to the patriarchs of Israel with whom the Abrahamic Covenant was made and the broken off branches refer to the unbelieving Jews. The wild olive branches refer to believing Gentiles who, having been grafted onto the tree that is the place of favor in the plan of God, do not change what they are or their character.
