When given a biblical principle by God to be obeyed the first response is often to think of the exceptions or exclusions. The fundamental principle underlying all of God's word is that it is His word and it is Him who is being obeyed in living out the commanded principles. This brings clarity to the application in each circumstance through all the times of the church through the present day. While He says He puts people in positions of authority and those will include unbelievers at all levels, He has not abdicated His ultimate authority. Government was established by God, after the flood, for the purpose of their being order among mankind. Government is to function as a servant of God over which He holds final authority and He is the one to whom all those in authority will give an account. Submission to civil government is submission to God's authority which makes the believer responsible to live as a good citizen who will answer to God.
