As Paul wrote to the believers in Rome it was in many places and at many times a 'deny or die' world towards Christians. Believers then and now must nonetheless continue to focus on living lives pleasing to God, being conformed to Christ, while keeping in view their citizenship being in heaven. Sovereign civil authorities at all levels have been appointed to their positions by God. Only when their will is to disobey the will of God is it right for the believer to refuse to submit. Subjection to the authorities in government is submission to God who put them in their positions of authority. Keeping this mind will enable the believer to be a good citizen while on the earth while living in anticipation of where citizenship, where home is.
