In this section of His sermon, Jesus used six illustrations to explain the purpose for the Mosaic Law. In doing so He clarified the meaning of the Law and the character God requires. He is emphasizing that external conformity to the Law is not the main issue with God. God looks at the heart so that it is not the outer conduct that meets God's standard of righteousness, but the inner character. The Jewish scribes and Pharisees had made hypocrisy of God's Law by making adjustments to it to satisfy their own standards of self-righteousness.
Getting specific, Jesus addressed matters relating honesty in speech, equity in punishment, and loving the unbeliever. The only way to meet God's standard of perfect righteousness is to be holy as He is holy, essentially putting His character into action. Obedience to the Law is putting God's ways into action with a heart that has been cleansed of sin by wholly committing to belief in Jesus Christ's person, work and words.
