Up to this point in His “sermon on the mount” Jesus had described what will be true of those who enter His kingdom when He establishes it.
He then addresses what is God's standard of righteousness necessary for entrance. The Law in revealing God's standard of righteousness clarified what is sin. Sin or unrighteousness is failing to perfectly keep God's Law. The holiness of God requires the standard of righteousness be upheld if He is to be just.
The Law then served as a reminder to people of their unrighteousness and the penalty for failing to meet God's perfect standard. The Law could only point out sin, but it was powerless to provide a payment or resolution for every person's fatal problem. God had His Son, Jesus Christ, come and fulfill both the Law with His perfect righteousness and pay the penalty for unrighteousness, sin.
No person has been, can be, nor will be saved by keeping the Law for no one is able to keep it perfectly. Being justified before God only comes by faith in the One who did keep the Law perfectly, Jesus Christ.
In clarifying what the Law demanded Jesus pointed to the heart as the matter of concern before God. He was drawing attention to the fact that it is the inner attitude and condition of the heart, not the outward, external activity and deeds that first come under judgment.
