Last week, we considered Romans 13 and our duty to obey the civil magistrate. The question we consider today is whether that obedience has limits. Is it unconditional and absolute? By no means. The only One who deserves unconditional obedience is God. What then are we to do when our Highest Authority (God) commands one thing and the civil magistrate commands another? We obey the higher authority and the one to whom we owe unconditional obedience. There are times we simply have to say to the magistrate, "Shall we obey God or men?" And the answer to that rhetorical question is, "God!" The buck stops there, not with the magistrate.
