This is about God's tender mercy - a theme of scripture. Jesus had warned against personal ambition and spoken of God's kingdom as involving humility - an insignificant child is valued by God. He goes on to emphasis the important of a 'little one' to God by referring to angels, and to himself as their shepherd. We cannot prove from scripture that their are 'guardian angels', but it is obvious that angels do care for God's people. If those who are nearest to God are sent on errands of mercy to insignificant humans - how important those humans must be to God (and should be to us). The term 'shepherd' as Jesus uses it here suggests: a sense of belonging; our dependence and that God is dependable; that he cannot bear to be parted from his people. So important are they to God that he sent his Son to die for them, in order to bring them back. So Jesus gives the guarantee of verse 14. To the worldly this speaks of what they are losing. To the sinner this is a call to return. It is a warning to persecutors. Here the insecure saint finds reassurance. He is telling the church how to act towards one another. And it should lead to the love and worship of God.
