Jesus' comments about church discipline come in the context of two other teachings: God's care for the humble; and, the danger of sin. It should be difficult to deal with an erring brother, for we know we are also sinners. We need to keep in mind the background of God's redeeming love and the purpose of discipline - to restore the offender. It should be done in order to save the person from the danger of sin and hell. It is similar to gospel preaching in that it: denounces sin; shows the terms of salvation through Christ; and pronounces forgiveness when the person repents through faith in Christ. It has up to three stages - in private, with witnesses, and before the church. Jesus asserts that heaven and earth work in conjunction with each other in discipline as they do in gospel preaching (Matthew 16:19). When the church brings God's Word to bear it is acting as heaven's agent. It has authority in the sense that the message it conveys is heaven's message. Therefore what is done by his authority on earth is ratified in heaven. The term 'bind' may refer to the verdict against sin, or to exclusion from the church. 'Loose' may refer to reinstatement, or to forgiveness pronounced when a person complies with the terms of God's gospel. All of this is based on the church being united with Christ. It is he who acts, when the church acts by his Word. And it is he who prays when the church prays in his name. Jesus' teaching on authority to discipline is a particular application of that general principle.
