The book of Revelation is a chronological unfolding of events leading up to the return of Jesus Christ to earth.
Chapter fifteen reveals details of a scene in heaven anticipating what will take place on earth in the details to follow in what we have as chapter sixteen. The way is being prepared for what is to come as the third series of judgments, referred to as the ‘bowl' judgments begin on earth. The last of the plagues to come upon the earth indicate the judgments are sequential.
Two visions are given beginning with a glimpse of the martyrs in heaven. They are seen rejoicing and praising God for who He is and the victory He gave them over ‘the beast and his image'. The second vision turns attention to the seven angels who bring seven golden bowls full of the wrath of God to be poured out in seven plagues on the earth. Here we are told that at the conclusion of these judgments "the wrath of God is finished."
