At the beginning of Romans 9 Paul begins to answer the question of whether God's promise to Israel has failed (since the majority of Jews in Paul's day rejected Christ and justification by faith alone). Of course it has not, but the promise was never to save all physical Israel but to save a remnant from both Jew and Gentile to form the true (spiritual) Israel of God. And, so, Paul begins to explain (he continues in chapters 10 and 11) that God does not save according to man's privileged physical lineage or works/merits but according to His sovereign mercy. This is the only way anyone is saved and gives God all the glory and honor and praise.
