In Romans 10-11, Paul completes what he started in Romans 8-9, describing God's salvation by sovereign mercy through justification by faith in Christ to an exiled remnant of unbelieving, disobedient people both Jew and Gentile.
Paul explains that Israel rejected God's righteousness for their own, so that God's rejection of Israel was deserved. But His rejection was not total or final, for His breaking off the branch of Israel opened the door for the Gentiles to be grafted in, which provoked Israel to return and be re-grafted in. In this way God redeems His elect exiled remnant who were not His people, both Jew and Gentile, to form His people as a reconstituted Israel of God: as the fullness of the Gentiles come, all Israel shall be saved.
