While the proclamation of the eternal gospel will continue during the seven year tribulation, the bulk of the people in the world will refuse to repent. Babylon will have become the center of the kingdom of the anti-christ, hence the center of those who follow him and worship the beast. It will be an economic and religious center for those who join him in his continued rebellion against God.
The judgment that will come upon those who have taken the mark and identified themselves as worshipers of the beast is foretold. Having drunk of the immorality of the world will result in their drinking of the wrath of God. A wrath that is as infinite as the love of God. God's wrath partakes of God's character which is eternal. God's wrath will then be unmixed with His mercy, perfectly fitting as the consequence for unrepentant sin.
The biggest issue with our understanding of eternal punishment is our casual view of sin and failure to appreciate the holiness of God.
