While the sovereignty of God was heavily emphasized in chapter nine of Romans, the emphasis in chapter ten is on the responsibility of man to respond in faith to the Gospel to be saved. These two chapters need to be weighed in the balance to grasp the fullest understanding of how God's plan of salvation is accomplished.
In speaking of the Jews, the apostle Paul acknowledged their religious zeal but stated that it was not based on the knowledge of the Jesus Christ that had been revealed to them. They refused to subject themselves to the righteousness of God and His plan of salvation being confident of their own self-righteousness obtained through their religious practices. In their zealous pursuit of self-righteousness they had suppressed the knowledge made available to them. This rendered their religiosity and the resulting works offensive to God.
The righteousness necessary to be saved is only on God's terms. It is only available by faith in Christ, Who alone is the means of being absolved of all guilt and being declared righteous before God.
