This is after Moses has gone the first time to Pharaoh and asked for the Israelite people to be turned loose and that didn't go so well. Pharaoh doubled their workload, the people turned against Moses because of it, and Moses ran to God to ask why. God doesn't explain Himself though, He simply states the facts, that this is what He promised and what He is going to do. We would be well suited to stop and listen to God and see what He has in mind verses panicking and trying to do things our way or worse yet just surrendering to our enemy like the people here have done.
