Pharaoh has been ignoring everything that God has said so far, but when God wants obedience He is not going to settle for our 'no'. He didn't settle for Pharaoh's and He is not interested in ours. But when we like Pharaoh continue to ignore God He will deal with us. By way of example God spoke about the desire to put our desires ahead of Him over in Haggai 1:5,6. All their efforts to take care of themselves kept falling short because God was not in it. We can either continue down this path of punishment or we can get right with God. Even Pharaoh had a chance to avoid the problems he was bringing on himself and his nation but he just couldn't help himself.
