As Isaiah encourages Israel with God's promise of restoration he is also to indicate that peace and joy will come at a cost. While they anticipate future glory they must expect persecution.

"All these things exist" Lit plural verb, "Came to be" Cp. Gen 1:3 Septuagint and Syriac translate "Came to be and they are mine". Came to be for Me.! Ps 50:12
