Who does God love and why? This is a question that we must answer lest we be deceived into thinking that God loves everybody. It seems right to us that God should love everybody the same and that we should all have the same chance to be saved. However, God should love none of us for the Scripture tells us that God loves righteousness and hates iniquity (Hebrews 1:9). And therefore, he that believes not the Son shall not see life: but the wrath of God abides on him (John 3:36). God cannot love that which is evil and sinful and therein lies the problem; We do not see our own evil hearts until God reveals it to us. We assume that God should love us because we think that there is something worthy in us to be loved and if you have never identified that wickedness in yourself you are still thinking so. 1 John 4:10 says: Herein is love, not that we loved God, but that He loved us, and sent His Son to be the propitiation for our sins. God can love those who are His because they have been made righteous in Christ. Nothing shall be able to separate us from the love of God, which is in Christ Jesus our Lord (Romans 8:39). God loves those who are in Christ; According as God the Father, has chosen us in Christ before the foundation of the world, that we should be holy and without blame before Him in love (Eph. 1:4). Those who are in Christ are declared to be holy and blameless in Him and are therefore loved of God and are in this state because of God's will (John 1:13) and His sovereign providence in choosing His people unto Himself and if He had not chosen those to be His that are, then all of the human race would either be in hell or on their way to hell, but praise God that He is merciful and has chosen a people unto Himself and has eternally placed His love upon us (Those who are in Christ Jesus).
