The Theme is that righteousness is good for us, and sin is bad for us. We would all agree with this as Christians. Why then does God emphasis this so much in the Proverbs? It is because He knows that we need to hear it. There are no two temptations that are exactly the same. God's word reinforces for us the wisdom of wisdom and the folly of foolishness. Mercy and cruelty are contrasted here. God loves mercy and loves us to be merciful. Aren't you glad that we serve a merciful God?
