When Paul went to Thessalonica and Berea he used the scriptures as the point of contact and as his authority. His hearers accepted that the Scripture was true, and Paul then showed that the Messianic promises were fulfilled in Jesus. In Athens it could not be a point of contact, but he still used it as his authority. Their scholarship was merely academic - all talk and no action. He used the expression "to an unknown god" as his point of contact and emphasised their ignorance. Then he used the teaching of Scripture to tell them about the true God. He gave a fivefold description 1) personal and creator (so idols are absurd); 2) provider (so we owe him); 3) Ruler of our lives (so if we do not find him it is our fault; 4) Father (so he deserves our respect, not to be debated; 5) Judge (the evidence is Jesus' resurrection - so we ought to repent instead of making our own religion). Implied in Jesus' resurrection is also that God is our Saviour. The gospel was turning their world upside down.
