God answers Habakkuk's complaint - He makes it clear that He is planning to correct Judah's sin, but His "spanking stick" is clearly not what Habakkuk expected. The LORD had PREPARED one of their enemies to be God's tool for discipline. What He was about to do was unbelievable, and God expected them to be completely shocked as He sent the ungodly Chaldeans to correct them. The Chaldeans were a POWERFUL people in four ways: (1) their kingdom was sovereign at that time; (2) their army was speedy in its ability to attack; (3) their method of attack was very successful against other nations; and (4) their attitude was scornful as they mocked other kings. The LORD would use them to accomplish His purposes, and then they too would be PUNISHED. God's discipline would only be temporary to get Judah to turn back spiritually, and then the Chaldeans would be terminated permanently.
