In his WAITING for justice, he began to complain against God, accusing Him of giving Habakkuk the cold-shoulder and of being cold-hearted for not delivering Judah. He then questioned God, WONDERING why He was making Habakkuk witness the anarchy and experience the arguments of the ungodly. He then closed with a serious WARNING that the law was ineffective (being ignored) and that justice was totally invalid (coming out perverted).
