God spoke to the Israelites and gave them the ten commandments, so in this passage we see the response of the people and the response that God wanted. The response of the people was terror. They saw the thunderings and they moved away from God. It was a justified fear of God, but it was not a sanctifying fear of God. it was a fear that caused them to flee from God rather than seeking His righteousness. Moses understood that God showed them His power so that they would fear Him and turn from their sin. The Israelites rightly asked for Moses to be a mediator because they had reason to fear God's wrath. When God then spoke with Moses, He talked that their response should be to be holy and to recognize they were not. He gave three areas that they should respond to understanding who He is. First, they should not make gods of gold or silver, because that is not the God that they saw. Second, they should not use any tools on making an altar, because all of their works would be unacceptable to God. Third, they shall not put steps going up to an altar so that their nakedness is not uncovered, because the sin of man needs to be covered. As we start through the Scriptures about God teaching the law to the Israelites, the first laws are all about worship and about the great gulf between God and man which they should have understood as they were crying out, let us be far away from God lest He speaks to us and we die.
