For the most part chapter 2 of Judges is the prologue to the book, particularly chs. 3-16. Israel enters into the time of the Judges, a time when there is back and forth struggle for Israel with their enemies. But God is working through all of this. He is testing whether Israel will obey Him or not. Unless this is misunderstood, it isn't the LORD that doesn't know whether Israel will obey or not. Rather, Israel is tested so that they might know whether they will obey or not.
