Chapter 48 ends the first of three nine-chapter divisions that form the second half of Isaiah (40–66). The first two sections end with "There is no peace, says the Lord, for the wicked" (48:22; 57:21).
The first section introduces the Messiah/Servant who will accomplish what ethnic Israel failed though God called her to be His servant. Chapter 48 details why the Lord was doing what He was.
There are two division of the chapter. The first addresses the house of Jacob, the sad origins of the nation from Jacob and Judah. Not only had she sinful beginnings, Judah only professed godliness, but did not live it. There were not excuses for it either.
The second section introduces the Lord's true servant, who would be the eternal God, creator, and true servant-Redeemer and Moses of a new Exodus.
