A great solution for MP3 volume problems is the freeware, easy to use program MP3Gain available here:

I use the program to boost MP3 sermons and music to the same level of 100db so I don't have to listen to the sound level dropping between sermons or music.
The version I downloaded came from the download link to the left of the sentence "Normal MP3Gain install for version 1.2.5 This is what most people will want to download."
If I remember correctly the program comes with a default decibel level of 89db which I reset to 100db. Changing the decibel level of an MP3 with the program is simplicity itself:
1. Load a MP3 file or a folder of MP3's by using the "Add file(s)" or "Add Folder" button at the top.
2. Press the Track Analysis button at the top which will tell you what the decibel level currently is of the MP3 file or files.
3. After that press the Track Gain button at the top and all the MP3's will be converted to basically whatever you have set 'The Target "Normal Volume"'setting at, which as stated I prefer 100db level.
