In the final chapter of Malachi, the coming of Elijah and the Sun of Righteousness was fulfilled with the coming of John the Baptist and Jesus Christ, respectively. With that as the context, the judgment also prophesied is best understood as being fulfilled in the destruction of Jerusalem in 70 AD.
This message gives some helps for prophetic interpretation and applies them to identifying the time period of the passage. Strong clues are given in verse 2, the appearance of the Sun of Righteousness, and verse 5, the appearance of Elijah as John the Baptist. The passage indicates the time as Christ's first advent and the judgment in verse 1 is the judgment Jesus warned about in Matthew 24 that did happen in 70 AD according to His warning to that "generation".
