The readers of this first letter of Peter were going through great trials, hardships, and sufferings. Peter will remind them of the greatness of God's grace in their salvation and in their circumstances. The absolute control and authority God has over all things and all people, had brought them into a personal relationship with Him. God had chosen them out from the mass of totally depraved humanity, these readers in particular being Jews who had been scattered out from the land of Palestine. Having saved them for Himself, His sovereignty and His grace would continue to prove sufficient to keep them and sustain them as they were being sanctified by the Holy Spirit who would continue to minister in them, and through them to one another.
