Two separate realms of existence are being contrasted by what is the controlling influence in a person's life. That influence will be either the flesh or the Holy Spirit of God. Those living under the control of the Spirit have been declared righteous and have their mind focused on the things of the Spirit. This mind set results in their attention and actions being intent on knowing God and doing the will of God by means of the Spirit of God.
Believers, having been saved by faith, are living by faith as they are being lead and empowered by the Holy Spirit. This means the believer is responsible to be attentive to the Spirit of God as the dominating influence in all spheres of life.
The good someone may do who has their mind set on the flesh has selfish motives in contrast to someone whose mind is set on the Spirit who does things for God, to please and glorify Him. Good moral behavior moves no one closer to God because before God their behavior cannot make any compensation for their impure heart.
The consequence of submitting to the Spirit as the dominating influence is life and peace with God in contrast to being led by the flesh to death and active, ongoing hostility toward God.
