In the New Testament you will not find an example of an individual who comes to a saving knowledge of Jesus Christ without God using the agency of human witnesses to the person and work of Christ. This is why Paul gives us the progression in Romans 10:14-15 How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher? 15 And how shall they preach unless they are sent? As it is written: “How beautiful are the feet of those who preach the gospel of peace, Who bring glad tidings of good things!†Ex. There is an Ethiopian eunuch in Acts 8. He is on the side of a road returning from Jerusalem to his own country. He is reading Isaiah 53. Philip is in Samaria having wonderful success in calling people to faith in Christ. But Philip is directed by an Angel of God to leave this fruitful ministry and to travel south into the desert to intercept this man who is returning to serve his queen in Ethiopia. Philip does. He finds the eunuch. Most amazingly the man is baptized by Philip and as soon as this takes place Philip is miraculously removed from the place. A God who can send an angel to direct Philip to this place and can then instantaneously lift Philip away following a baptism surely could deliver salvation to this Ethiopian man without the use of a human messenger; but He won't that is not how He has ordered it.
