Paul told Timothy, (2 Timothy 2:7), to "CONSIDER what I say, and may the Lord give you UNDERSTANDING in all things."
This is foundational and fundamental to life in God's growing kingdom. It's our responsibility to consider. (Say it with me? It's MY responsibility to consider what God is saying.) I cannot delegate nor transfer that responsibility to anyone else. It's one of those nontransferable ways of kingdom life. Meaning we are accountable to personally meditate/ponder/think about it again and again/chew on it until we get all we can out of a thought of God. But it's God's responsibility to give use the understanding of what we're considering about Him and His ways. I've learned that He's not going to give us what we desperately need to know and understand if we neglect our responsibility. But He delights to establish us in every good word and work that we've been been carefully considering.
Think about it. The reason why we or anyone else doesn't often understand, and are not established in it, is because we didn't take the time to consider it nor our responsibility seriously? Why? It didn't seem valuable enough or worthy of our time to think and rethink and rethink again and again what God said, or revealed through the preacher or teacher.
We don't necessarily have an understanding problem as much as we have a problem with meditating on the right things. Which is simply a manifestation that we have a delight problem. Why? Because we ALL ponder and meditate on the things we value and delight in. Matter of fact, we only meditate on the things we CONSIDER a delight....
