This chapter contrasts those who refuse to obey the Law and Nehemiah's example of going above and beyond what his position as governor allowed.
The people were charging their brethren usury when the Law did not allow them to do so (Exodus 22:25-27, Leviticus 25:35-38, Ezekiel 22:12). Their sin angers Nehemiah and he gets them to agree to repay the people.
Nehemiah as governor did not take the money due him but rather chose to set the example because the people were poor. The chapter concludes with Nehemiah asking that God judge him according to what he has done. A bold request.
