Saul decided he would usurp the priest's duties and make an offering "unto the Lord" because Samuel did not show up early enough on the 7th day and Saul assumed he was not coming. The enemies of God were amassing and the people of God were scattered.
AS SOON AS Saul finished the offering Samuel showed up on time as promised.
