Taking a closer look at John 12:37-41 and Romans 11:28-36 will help us pull and tie these truths together.
They WOULD NOT (THAT) THAT... that is, what Isaiah said would be fulfilled. The prophet was baffled about who would hear and who would the arm of the Lord be revealed. Salvation is totally a God thing and is not anything natural man can do for himself. God must work in every aspect of salvation for it to be of God.
They COULD NOT (BECAUSE) God blinded, sealed and covered up what they would not believe.
