The prophet Joel was ministering when the nation was in a time of crisis. The problem was that Israel had been unfaithful to God. They had turned away from God and were now being called to return to Him in repentance.

Our passage in Joel tells us some vital things about God's character. We learn that He is gracious, that He is merciful and slow to anger. God, our God, is also full of great kindness.
Such things are fully represented to us in the sending of His Son, Jesus Christ, to pay the penalty for all our offences that have grieved Him. Punishment was visited upon Christ on the Cross of Calvary. So we ought to rend our hearts in true repentance. Experience what God is like for yourself, repent and believe upon Him.
