God is creator and He is sovereign. He can exercise His authority when and how He so wills, answering to no one, without being questioned or explaining Himself. He owes no one an explanation nor is He obligated to give reasons for what He does. In acting in HIs sovereignty He does all things consistent with His character which is holy, perfect, and righteous. The word of God reveals to us what we can know and need to know about who He is and what He expects of us. He has revealed that while being holy He is also merciful. In showing mercy to mankind He is, by definition, doing something undeserved and unmerited. All humanity has sinned and deserves the punishment for sin which is death. God has chosen to satisfy that demand for righteousness and justice for some He chooses, Himself. Those chosen are so because God so wills and for no other reason. Those not chosen will get what they deserve as they live out their lives according to their own will and ways which render them guilty before their Creator. Those whom God so wills to save will hear the message of the gospel of Jesus Christ and believe it. Those who believe will receive the free gift of eternal life given as a result of the demonstration of God's love in sending His Son to be the Substitute Sin-bearer for all. Those who believe are the ones who benefit for what He has done for all. Amazing grace.
