The four living creatures surround the throne of God, one on each side. They're cherubim. Their function is to guard the throne of God, to lead the host of heaven in the worship of God, and to see that the plan of God for His creation is implemented on the earth. So the first four judgements of the tribulation, come at the call of one of these living creatures. The call to come forth, is a call not to John, not to Christ, but it's a call to the rider on the horse. It's a call for the judgement now to come out upon the earth. The judgements that come in this tribulation, proceed from the throne of God. They're contained in the scroll that was handed from the Father on the throne. Keep in mind, that God is in control. It's His purpose and His plan, that is being carried out. It will be of utmost importance for those who become His children in the tribulation to sustain themselves with that comforting hope. They need not be afraid, God's on the throne.
