His sovereign choice was to use Israel to bring about the Christ. It was God's prerogative to show His mercy as well as His hardening to those who would self-harden to accomplish His will. His desire and plan was fulfilled in that salvation is open to all those who would come in faith -- both Jew and Gentile.
