There is one sovereign universal ruler overall creation and that is the One who created it all. Rebellion by mankind is against God's rule in denial of His control and authority. That denial however changes nothing nor does it thwart God's plans and purposes being carried out. Mankind is temporal while God and His word are eternal standing true through all and over all. In His sovereign control and authority He has chosen a Ruler and the people from whom He will come as has been revealed in His Word. This Ruler first came to provide salvation for the people over whom He will rule. That rule is yet future awaiting His chosen time for His kingdom to be established on the earth.
