This portion of the Scripture deals with regeneration and salvation. Jesus asked the Jews why did they not understand His speech? He came back before they could even answer and said: "even because ye cannot hear my word."
The natural, unregenerate sinner in the spiritually dead state will never be able to seek, receive, accept or even believe because they are dead. The work of regeneration must be performed by the Sovereign work of God the Holy Spirit.
