The charges of treason, heresy, and sacrilege were brought against Paul when he was brought before Felix, the governor. When Paul was allowed to speak in his own defense he denied the charges and pointed out that his accusers had no proof, but he didn't dwell on his own defense. He quickly turned attention to his loyalty to God and association with believers in Jesus Christ which was the real problem his accusers had with him.
Governor Felix knew the real issues and that Paul was a Roman citizen whose rights were being violated. Felix, however, was pressured by the Jews by fear of the threat of their creating an upheaval. That being the case he confined Paul with liberties that allowed him to have visitations by his friends and supporters. God's hand on the arrangement orchestrated the opportunity for Felix and his (third) wife to hear the Gospel, on repeated occasions. During these times times Paul did not mince words on the issues of sin and judgment.
The providence of God used Paul's lengthy imprisonment for His purposes of bring the Gospel before other authorities whom Paul would seemingly have never gotten an audience.
