Chapter 28 is the key for understanding what Ezekiel is saying about Tyre. Because in chapter 28, the prince of Tyre is described in terms that go well beyond the ordinary description of an earthly king.
The problem is that Tyre is trying to be what Jerusalem is supposed to be. The prince of Tyre is trying to be what the Son of David is supposed to be.
