God's expansive plan ('fill the earth')—Gen. 1:26 —has all nations in view (Gen. 10—12). Christ ever was and is the hope of all nations. In him through the gift of faith, the nations would be blessed (or cursed in unbelief)—Gen. 12:1-3. Sin is irrational. In our pride and imagined autonomy, our fallen logic makes us want to cooperate on anti-God projects (Babylon).
'The tower of Babel story is the last great judgment that befell mankind in primeval times. Its place and function in Gen. 1-11 may be compared to the fall in Gen. 3 and the sons of God episode in Gen. 6:1-4, both of which triggered divine judgments of great and enduring consequence' (Gordon J. Wenham, WBC, p. 242).
The confusion of the language (Gen. 11:9), and the scattering of humanity was a necessary judgment. Israel is God's elect nation for his redemptive purpose for all nations. Abraham (Gen. 12:1-3), Moses, David and Jesus are elect. In Acts 2:5-12 nations are baptised, forgiven. Pentecost is a reversal of the judgments of the Tower of Babel, in 'Oneness Spirit' (1Cor. 12:13) All the nations are called to come and worship the LORD (Ps. 86:9). [Jesus is Malek in Sudan].
