Jesus taught the parable of the persistent widow for one main reason: so that we would pray at all times and not lose heart. Justice is the object of the widow's prayer and of the elect which she symbolizes. God's elect cry out to Him day and night for justice. When you pray for something over and over again and see no results, it is easy to be discouraged and conclude that God will not give it. Not so, in this case. Long unanswered prayer is no indication that the answer is no. The answer is "not yet." This is a difficult truth about prayer and about God. Prayer is not easy. It is a marathon and not for the lazy. The truth about God is that He is a God who wants to give us a good thing, but will not give it until we persistently ask for it. Why? Who knows, but that is the reality.
