The Jews have priority in God's plan of salvation, both in the blessings and in the judgments. Paul, in writing this letter, elaborated on their having been "entrusted" with the Word of God. They were responsible to receive it, make no changes to it, and to obey it. The will of God was, and is, to be reflected in the lives of His people by their obedience to His Word.
The point is being developed in this section that God always keeps His Word and always acts in perfect consistency with His character. In doing so the promises of both His blessings and His judgments being meted out with justice and holiness are a certainty.
As God is unchanging, so too His standard of holiness for all who will have a personal and eternal relationship with Him. His standards remain unchanged by the opinions of man or the legislation there of. It changes nothing in His evaluation of man's spiritual condition to deny any aspect of His character. Rejecting His holiness and wrath against sin while emphasizing His love and kindness is a denial of Who He is and a deceit that continues to mislead many who sentimentalize His character to their own liking.
