This passage describes first of all God's love,not our love. "perfected love" is something that God has brought to completion on our behalf. What He has perfected is a propitiatory sacrifice that in turn results in a PERFECT IMPUTATION. Although verses 17,18 sound like something we have attained to, this is not the case. What is really being discussed in verses 17,18 is the terms on which your relationship with God rests. "As He is(now in January of 2014) so are we (now in January 2014) in this world." We will have boldness in the day judgment (a wonder when you think about it) BECAUSE OF THE TERMS ON WHICH OUR RELATIONSHIP RESTS. These then are the terms--as He is (now) so are we (now--even here today) in this world. Only at Verse 19 is our love considered--and it is to be considered very practically. Our love is an effect of a great cause--the perfect imputation comprehended by us as a propitiatory offering. Our love is the consequence of a progressive impartation--regeneration followed by progressive sanctification. Those who take a firm stand in the finished work love God and their fellow man with increasing depth and consistency.
