If God waited for men to love Him, He would be waiting forever. God must love us first or we will never love Him. God takes all the initiative in love. He has to. God gives His elect His love. Once He does that, they are enabled to love Him back. All the commandments are summed up by love. The greatest commandment is to love God with all our heart. The second greatest is to love our neighbor as ourselves. We cannot keep any of the Law of God until God puts love in our hearts.
