From the same lump of sinful humanity God chooses to make two kinds of vessels for two kinds of uses or destinies. The difference isn't in the clay, people, but in what God does with each lump of clay. He chooses by His own will, according to His purposes, what to do with each individual human being.
Those who are vessels of His wrath were created for destruction, having been formed out of the clay of the mass of sinful humanity which is under condemnation. These will bear testimony of their being justly condemned by their unwillingness to repent, seek forgiveness and the salvation God offers through Jesus Christ. Those He shapes into vessels of mercy He have been softened and crafted by the Spirit of God to receive the gift of salvation.
No one who calls upon the Lord in the Name of Jesus Christ, seeking forgiveness, will be refused. Those who refuse to do so will get what they want and what they deserve as they spend all eternity separated from God receiving their just punishment.
