This thirty-fifth message from Romans commands believers to submit to governing authorities. All God honoring LAWS have been given as our duty to perform - authorized and appointed from God Himself. Those who resist authority will receive discipline as their rebuke. Each believer must decide if they are going to be nice or naughty - their behavior will end in penalty or applause. But God's governing authorities also have LIMITS to follow - believers are to render unto Caesar what is Caesar's, and unto God what is God's. Paul says that it is reasonable to follow our rulers, not just because we fear their "sword", but also for conscience sake, to be faithful to God. We are responsible to them to do good works (never bad) because they are divine ministers to whom we pay deserved debts that please God.
