This passage is a recapitulation of the original argument that Christianity is vastly superior to Judaism. Here the argument wears new clothes. The apostles compares two mountains; Mount Sinai (Judaism) with Mount Zion (Christianity). Both are realms that presently exist.
This message deals only with the symbolism of Mount Sinai and its awful and terrifying view. God took the Israelites from Egypt first to Mount Sinai to show them His nature as a consuming fire, holy and filled with wrath against sin.
He could not take them to Mount Zion without first going to Mount Sinai. The gospel must first make the sinner to recognize his hopeless condition before a just and righteous Judge. Then, and only then, can the sinner be brought to Zion and salvation.
