God is not only able to save but it is plan to do so having obligated Himself through the Abrahamic Covenant. God revealed as revelation progressed following the death, burial, and resurrection of Jesus Christ that as a part of HIs judgment the nation of Israel would experience a partial hardening of their spiritual condition of unbelief. Key to understanding the temporary and partial nature of this hardening is to simply keep reading. The simple, yet significant word 'until' reveals that their hardening is for a time determined by God while HIs plan of salvation is focused primarily upon the Gentiles. During this time often referred to as the Church Age, Jews are being saved as individuals not in the national sense that is God's future for them. When the 'fullness of the Gentiles' comes then 'all Israel' will be saved as the nation of promise.
